TASKS IN THE PROJECT

The Lazarus Union will:

  • prevent the project from causing adverse human rights impacts and address such impacts if they occur.
  • endeavour to prevent adverse impacts on human rights in connection with the relations of the project partners with third parties that are causally linked to the activities or services of the project partners.
  • The Lazarus Union will reflect its commitment to human rights in relevant policies and procedures, risk assessment processes, due diligence and training programmes as part of its overall approach to environmental, social and governance (ESG) risks.

Lazarus Union takes a risk-based approach to determine when enhanced due diligence is required to understand, assess and address potential human rights violations associated with all project partner activities and relationships.

Project Housing Area

The following roles are performed by the Lazarus Union:

  • The social welfare role – where aid and charity are the main actions. In this role, the Lazarus Union can be seen as the initiator of internal and external programmes and projects.
  • The facilitator role – communication as a skill is important for development and social action. In this role, the Lazarus Union can participate in or take up internal and external programmes and projects.
  • The advisory role – here, support in the documentation and dissemination of information and expertise is crucial. In this role, the Lazarus Union can participate in cooperation programmes. International and local experts/specialists/resource persons play an important supporting role.
  • Development and operation of infrastructure – The Lazarus Union can acquire land, build housing, provide infrastructure, and operate and maintain infrastructure.
  • Supporting innovation, demonstration, and pilot projects – The Lazarus Union has the advantage of being able to select specific locations for innovative projects and determine in advance how long it will support the project – overcoming some of the shortcomings of public administration in this regard.
  • Facilitating communication – The importance of this role for the project partners is that the Lazarus Union can provide information to the policy-making levels about the lives, skills, attitudes, and cultural characteristics of people at the local level. The Lazarus Union can facilitate communication from the people to the administration and from the administration to the people.
  • Technical assistance and training – training organisations and the Lazarus Union can develop technical assistance and training capacity and use it to support communities and administrations.
  • Research, monitoring, and evaluation – Innovative activities need to be carefully documented and shared – effective participatory monitoring would allow results to be shared with both the people themselves and Lazarus Union project staff.
